ANNEX 1
TO MEMORANDUM OF UNDERSTANDING
ON TECHNICAL COOPERATION BETWEEN
THE DEPARTMENT OF AVIATION
OF THE KINGDOM OF THAILAND AND
THE DIRECTION GENERALE DE LAVIATION CIVILE
OF THE FRENCH REPUBLIC 1


ARTICLE 1 - PURPOSE OF THE ANNEX

            This annex identifies and defines the requirements of cooperation of Ecole Nationale de l'Aviation Civile (ENAC) and Civil Aviation Training Centre (CATC) in the field of training in civil aviation.

ARTICLE 2 - SCOPE

            The scope of co-operation may include the following areas:

                    - the exchange of information regarding present training programmes and methods and the conduct of joint work on new training programmes and methods, in the fields of communication navigation surveillance/ air traffic management, ICAO instrument procedure design, aeronautical information service, flight dispatch, electronics-communication maintenance, aviation safety/ airworthiness;

                    - the conduct of joint conference/seminars/ workshops and short courses using ENAC or CATC facilities;

                    - the exchange of instructional personnel;

                    - the exchange of text books and other training material.

            The specific activities under this Annex shall be carried out by mutual consent between ENAC and CATC.

ARTICLE 3 - FINANCIAL MATTERS

            The cost of each activity (training fees, expertise, travel, accommodation) will be calculated and agreed upon by ENAC and CATC.

            ENAC and CATC will cooperate to raise the funds needed to implement activities under the Annex.

ARTICLE 4 - IMPLEMENTATION

            Representatives of ENAC and CATC will meet regularly to review the on-going activities conducted within the framework of the Annex, and to discuss about potential new activities

            The designated persons for co-ordination and manage-ment of technical issues related to this Annex are:

ARTICLE 6 - EFFECTIVE DATE AND TERMINATION

            This annex shall come into force upon signature by the two Parties. It may be terminated any time by either Party giving sixty (60) days prior notice in writing to the other Party.

            Done at on 26 May 2000 in two originals in the Thai and French languages, both texts being equally authentic.
